Ignoring an Address Fact-Survey Notice Can Lead to 'Abode Unknown' Registration in Korea — Objecting Within 30 Days and Re-Registering

If you moved but put off your move-in report for months, the community service center may one day send a notice telling you to "report your address truthfully." If you keep ignoring it, your resident registration can be cancelled or switched to "abode unknown" status. The procedure is set by Articles 20 and 20-2 of the Resident Registration Act and its Enforcement Decree. This article lays out, by statute, the order in which these notices arrive, how far along you can still fix things yourself, and what to do within how many days if a measure has already been taken. Individual cases should be confirmed at an official counter such as your community service center, and this article is not a substitute for legal advice.

What "abode unknown" registration means

Article 20(6) of the Resident Registration Act says that if the head of a city, county or district confirms that a person's place of residence is unclear, the office is to make an abode-unknown registration, treating the last reported address as an administrative management address. This is different from cancellation, where the registration is erased. The registration stays, but it is marked as a state in which the authorities do not know where the person lives now. Article 6 of the Enforcement Decree treats people registered this way as a separate type of resident called an "abode-unknown person."

The notices arrive in this order

Under Article 20 of the Act, it starts with a fact survey. If you did not file a move-in report on time, or there is reason to think what you reported differs from reality, the head of the district office can investigate. Article 27 of the Decree requires officials to compare residents' actual residence with the resident registration records at least once a year; this year's schedule is covered in our article on non-face-to-face participation in the resident registration fact survey. If a mismatch is confirmed, the office sets a period and orders you to report truthfully (a "demand notice"). Article 28 of the Decree requires a grace period of at least 7 days for this notice and for public announcements, and it also allows the notice to be delivered by mobile text message.

Even if you never receive the notice, the announcement goes ahead

Mail often fails to reach someone who has moved out. The law says that where a notice cannot be delivered, the office sets a period and announces publicly that you must report. The announcement can be posted on the bulletin board of the township office or neighborhood community service center and on the website. Every notice and announcement must state that, if you do not report within the set period, the head of the district office may register, correct or cancel your registration directly. So the fact that nothing arrived in your mailbox is unlikely to work as a ground for saying "I didn't know, so it has no effect." That is why you should check the notices of the community service center for the address on your registration, not the place you moved to.

What happens if the period passes

If you do not report within the set period, Article 20(5) allows the office to register, correct or cancel your registration based on the fact-survey result, official records and confirmation by the neighborhood head. If residence is still unclear after checking, it becomes the abode-unknown registration described above. A district head who takes such an action on their own authority must notify the person within 14 days, or make a public announcement if notification is impossible. There are also financial penalties. Article 40 provides for an administrative fine of up to 100,000 won for a person who received a demand notice or was named in an announcement and fails to report within the period without good reason, up to 500,000 won for refusing or evading the fact survey, and up to 50,000 won for failing to file a move-in report within 14 days.

If you leave it as abode unknown for a long time

Abode-unknown is not a temporary label. Under the proviso to Article 20(6), if one year has passed since registration and you still have not registered at a proper residence despite two or more announcements, the management address can be changed to the address of the township office or neighborhood community service center. Article 30-2 of the Decree allows the registration entries to be cancelled if the abode-unknown period is continuous for five years or more and the fact survey finds that you received no benefits in that time. Also, a certificate of the persons registered at an address includes people registered as abode-unknown as co-residents, so landlords, tenants and parties to an auction can view it. How it affects welfare, mail and other administrative services differs by agency, so confirm with the agency concerned.

If you received a measure, object within 30 days

Under Article 21 of the Decree, a person who receives an ex officio correction, cancellation or abode-unknown registration can file a written objection with the district head within 30 days of the date of the measure, or of being notified or the announcement. The district head must review it and notify the result within 10 days of receiving it, and if the request is found justified, corrects the record accordingly. If the objection is dismissed or rejected, the result notice must also say that an administrative appeal or administrative lawsuit can be filed.

How to register again

If you actually live somewhere, the fastest route is re-registration together with a move-in report. Article 32 of the Decree has a person whose registration was cancelled or who is registered as abode-unknown make the re-registration and move-in report to the head of the city, county or district where they live, and the receiving office verifies identity through the resident registration information system and similar means. When the office that accepted it notifies the district of the abode-unknown registration, the resident registration record and related documents are transferred. This decree includes amendments revised in April 2026 that take effect on October 29, so it is safer to confirm the required forms and documents with the community service center before filing. If you have just moved, first read why you should file the move-in report and fixed date on moving day and how to do it online.

Summary of the steps

Step 1: if you moved, file your move-in report within 14 days. Even if the deadline has passed, filing now is much simpler than the procedures that follow.

Step 2: check the demand notices and announcements of the community service center for the address on your registration. The grace period is at least 7 days, so respond as soon as you get a notice.

Step 3: if a measure was taken, file a written objection or re-register within 30 days.

Step 4: also settle the old home's maintenance fees and long-term repair reserve. The method is in money you get back when moving out.
